The Ivins City Planning Commission met on Tuesday, September 1, 2026, at 5:30 p.m. in the Council Chambers at 85 North Main Street. The City of Ivins has posted minutes for this meeting, and their approval was listed on the September 15, 2026 Planning Commission agenda. This post sums up what those minutes record. The meeting video, agenda, minutes and every supporting document are on the Ivins Meetings page entry for September 1, 2026.
According to the minutes, the meeting was called to order at 5:30 p.m. with Chair Perry Brown and Commissioners Doug Clifford, Dave Robinson, Brandon Weight and Pam Gardiol present. There were no reports, presentations or appointments and no public hearing or action items on this agenda.
Accessory Dwelling Unit ordinance discussed
Agenda item: “Discuss Amendment/modifications to the Accessory Dwelling Unit ordinance.”
The minutes record Building and Zoning Administrator Rob Dalley stating that the draft is meant to bring the ordinance up to date with State law and new legislation, and that a couple of definitions were clarified. Much of the discussion, as recorded, centered on how the draft treats tiny homes, kit homes, modular, manufactured and mobile homes, and container homes, and on foundation and tie-down requirements under the building code.
The minutes note these points among others:
- City Manager Chuck Gillette stated that the code requires both tiny homes and kit homes to be slab on grade or on a perimeter foundation.
- City Attorney Bryan Pack stated that the intent when the Council passed the provision the previous year was for “tiny home” to be a broad term, and suggested it may be sufficient to say an accessory dwelling unit shall be a permanent structure on the lot that complies with the building code.
- Commissioner Pam Gardiol asked about a reference to commercial kennels and about how two percentage limits in the draft (25% and 30%) relate to each other. Bryan Pack stated that one applies to detached and attached garages and agricultural accessory buildings, and the others apply to dwelling units.
The minutes state that staff will look at the draft and bring it back to the Planning Commission. No vote was taken on this item. Our October 13 Planning Commission post and November 5 City Council agenda preview cover later steps on the ADU ordinance.
Ivins City Land Use Map
Agenda item: “Discuss Ivins City Land Use Map.”
According to the minutes, staff stated that data was still being gathered and that the new material was the attached General Plan 2024 documents, survey report and survey comments, and a list of General Plan policies and action steps. Staff stated this item will be on each agenda, and the Chair asked for a summary at each meeting. No vote was taken.
Minutes approved
Agenda item: “Discuss and consider approval of the Ivins City Planning Commission Meeting Minutes for August 18, 2026.” The motion to approve carried with four ayes (Chair Brown and Commissioners Clifford, Robinson and Weight) and one abstention (Commissioner Gardiol).
Reports and future agenda items
- The Chair reported that work had begun on a draft home-based business ordinance, using examples collected from other cities.
- Rob Dalley listed items expected on future agendas: the new use process, modular homes, LUDMA, the 2024 Building Codes (described as State legislative changes), and a concurrent land use and zone map amendment with a development agreement.
- In response to a question about Black Desert Resort, the minutes record staff describing it as a decade-long build, with the resort getting close to a footing and foundation permit for its water park, entrance landscaping being rebuilt, and Family Village continuing to be built out.
- The meeting adjourned on a unanimous vote.
