The Ivins City Council met on September 3, 2026, at 5:30 p.m. The minutes for that meeting were approved on the Consent Agenda at the September 17, 2026 City Council meeting, and the City of Ivins has posted them. This post sums up what those minutes record. The meeting audio, agenda, minutes and every supporting document are on the Ivins Meetings page entry for September 3, 2026.

According to the minutes, Mayor Pro Tem Sharon Gillespie and all five Council Members were present, and Mayor Kevin Smith was excused.

Construction specifications ordinance adopted

Agenda items: “Public Hearing on the Planning Commission’s recommendations regarding changes to the Ivins City Standard Specifications for Design and Construction” and “Discuss and consider approval of Ordinance No. 2026-18, an Ordinance of Ivins City, Utah, adopting Construction Specifications”.

The minutes state that the proposed amendments incorporated updates and clarifications to construction standards that had accumulated over several years. The public hearing was opened, no comments were received in person or electronically, and the hearing was closed.

The minutes describe the amendments as including updated roadway standards, trench backfill and repair details, and other infrastructure requirements. They also note that some changes may result in minor additional costs to developers or the City, and that many of the standards are already being applied and are generally consistent with those used by other municipalities. The motion to approve Ordinance No. 2026-18 carried unanimously on a roll call vote.

Mojave Estates Park proposal presented

Agenda item: “Presentation and discussion regarding Mojave Estates Park proposal by Up and Atom home school group”.

The minutes say members of the homeschool co-op presented a youth-led concept for improvements to Mojave Estates Park. It began with replacing playground equipment destroyed by a fire and expanded to include an outdoor community classroom, shaded play areas, gathering and performance spaces, nature and gardening opportunities, public art, water access and youth market stands. The minutes record that a $2,500 grant was received from the Get Healthy Utah Social Connection Learning Collaborative for initial planning and design, and that the Mayor Pro Tem and City Council expressed support for the project. No vote was recorded on this item.

Possible new community garden location

Agenda item: “Discussion regarding a new location for a Community Garden located behind the Main Street Mojave Estates Park”.

According to the minutes, a conceptual location of approximately .85 acres behind Mojave Estates Park was presented. The property owner has indicated a willingness to let the City use the property for an initial five-year period, subject to an agreement, with annual extensions after that. The concept includes approximately 30 garden plots, larger garden areas and a potential City greenhouse, with irrigation, electrical service and site preparation listed as the main infrastructure needs. The minutes note the existing community garden has been fully used and mention Arrowhead Park as a possible long-term location for a permanent garden. The Mayor Pro Tem and City Council supported continuing to explore the location, obtaining an agreement with the property owner and developing cost estimates. No vote was recorded.
