The Ivins City Council met on September 17, 2026, at 5:30 p.m. The City of Ivins has posted the approved minutes for that meeting. This post sums up what those minutes record for items not already covered in our October 1 Ivins City Council recap. The meeting audio, agenda, minutes and every supporting document are on the Ivins Meetings page entry for September 17, 2026.

According to the minutes, the Mayor and all five Council Members were present.

Old Highway 91 median curbing contract approved

Agenda item: “Discuss and consider approval of a construction contract to install curbing around the medians along Old Highway 91”.

The minutes state that the Old Highway 91 project included areas reserved for landscaped medians, but curbing was not installed around them, and that Parks and Recreation requested curbing to accommodate the planned landscaping. The motion to approve the construction contract “for the amount of $114,400 including a 10 percent contingency” carried unanimously.

The staff report for this item recommends awarding the contract to Triple B Concrete, Inc. for $104,000 plus a $10,400 contingency. It describes curbing along both sides of the existing landscaped center medians between Kwavasa Drive and 200 East, about 5,200 lineal feet quoted at $20 per foot. It notes that other contractors contacted declined to submit pricing, and that the project is included in the FY2027 Parks and Recreation budget.

City Manager contract approved with amendments

Agenda item: “Discuss and consider approval of the City Manager Contract”.

The Council voted unanimously to enter a closed session under Utah Code Section 52-4-205(1)(a). The minutes record that the open meeting recessed at 7:14 p.m. and was back in session at 7:32 p.m. The amendments reviewed afterward included clarifying notice requirements before the contract expires, adding nonfeasance to the termination-for-cause provisions, and clarifying cost-of-living and performance-based salary increases. The motion to approve the City Manager Contract with those modifications carried unanimously.

Mojave Village items continued

The minutes record that the public hearing on the Mojave Village concurrent land use and zone map amendment (approximately 63.94 acres near Guy Lane and Fitness Way) was held. The Council then voted unanimously to carry forward both “Ordinance No. 2026-24, an Ordinance of Ivins City, Utah, approving a Concurrent Land Use/Zone Amendment” and the public hearing to the next City Council meeting. A separate motion to continue the “Conditional Use Permit/Development Agreement for Mojave Village” also carried unanimously. What happened to these items on October 1 is in the October 1 recap.
