The Ivins City Planning Commission met on Tuesday, October 13, 2026, at 5:30 p.m. in the Council Chambers at 85 North Main Street, according to the official meeting agenda. Here is what the agenda and its attached documents show. Minutes for this meeting had not been posted on the city's meeting portal as of October 29, 2026, so this post does not report any votes or recommendations. Those will be covered once the official minutes are available.
Public hearings and action items
The agenda listed three pairs of public hearing and action items, quoted here as written:
- “Public Hearing amending sections of the Accessory Dwelling Unit regulations regarding ADU’s, garages, carports, accessory units for agriculture and manufactured homes to comply with State Code,” followed by “Discuss and consider” the same amendments (Ordinance 2026-22 ADU Updates).
- “Public Hearing Amending Title 14 of the Ivin City Code Entitled ‘Buildings and Construction,’” followed by “Discuss and consider recommendation” on the same amendment (Ordinance 2026-23 Buildings and Construction).
- “Public Hearing regarding amendments to Building Permit Issuance and CO Rules,” followed by “Discuss and consider recommendation regarding amendments to Building Permit Issuance and CO Rules” (Ordinance 2026-26 Building Permit and CO).
On October 28, 2026, the city posted three notices on the Utah Public Notice Website for City Council public hearings on these same topics, each described as a “Public Hearing on the Planning Commission’s recommendation.” Those hearings are scheduled for the City Council meeting on Thursday, November 5, 2026, at 5:30 p.m. at Ivins City Hall, 85 N. Main St. (ADU and accessory units notice, Title 14 notice, Building Permit Issuance and CO Rules notice). Scheduled items can change, so check the final Council agenda before the meeting.
Ember Mesa Subdivision
Under discussion and potential action items, the agenda listed: “Discuss and consider approval for Ember Mesa Subdivision, located at approximately Hamblin Parkway and Red Mountain Blvd.” The application, map and staff report are attached to the agenda.
Draft home-based business ordinance
The agenda also listed “Discuss amendments to Title 5 Chapter 3-Home-Based Businesses and Obtaining a Business License,” with a draft ordinance attached. The draft is unnumbered and undated, and its vote and adoption lines are blank. It was listed for discussion only, so it has not been adopted and its wording could change. As written in the packet, the draft would:
- Classify each home-occupation business as Type I or Type II, based on a “Home-occupation Table of Impacts.”
- Allow Type I businesses to be approved administratively as part of the business license application, without a conditional use permit.
- Send Type II businesses to the Technical Review Committee, and to the Planning Commission for a conditional use permit when conditions are needed to mitigate impacts. The draft states that a Type II classification “does not create a presumption that the application will be denied.”
- Exempt people who work from home using only a home office, including remote workers, “who do not host customers, employees, or coworkers at the home office” from getting a business license for that work.
- Set Type I standards in the table, including that the owner or operator lives in the dwelling, no more than one nonresident employee works at the property at any one time, the business averages less than four vehicle trips per hour during operating hours, and customer visits, employee arrivals and deliveries happen between 7:00 a.m. and 7:00 p.m.
- Treat a home-occupation business with a valid license on the chapter’s effective date as legal nonconforming, as long as it was lawfully established and does not substantially change or expand its impacts.
- Require annual license renewal, with each business certifying that its impacts have not materially increased.
Other agenda items
The agenda also listed “Discuss Ivins City Land Use Map” and approval of the Planning Commission minutes for September 29, 2026, followed by reports from commission members, the chair, the Building and Zoning Administrator and the City Attorney.
