This is a summary of the Ivins City Council's regular meeting on Thursday, August 6, 2026, based on the official meeting minutes. The Council approved these minutes on its consent agenda at the August 20, 2026 meeting. The meeting was called to order at 5:30 p.m. with Mayor Kevin Smith and all five Council Members present (one by Zoom), and it adjourned at 9:10 p.m. You can watch the meeting on the Ivins Meetings page.

Retreat at Snow Canyon Development Agreement

Agenda items: "Public Hearing on the Planning Commission’s recommendation regarding amending the Retreat at Snow Canyon Development Agreement" and "Discuss and consider the Planning Commission’s recommendation regarding amending the Retreat at Snow Canyon Development Agreement."

According to the minutes, the applicant asked for changes to front-yard setbacks in parts of the residential development west of Hamblin Parkway, and for an increase in maximum building height from 25 feet to 30 feet on certain lots. The minutes say the applicant agreed to proceed with the setback amendments and defer the height request, and that future discussion of residential height standards will occur separately.

Outcome: The Council approved the Amended Development Agreement, "subject to a change to eliminate anything talking about the height restriction and limiting it to the setback restriction." The motion carried unanimously on a roll call vote, 5-0.

Documents: Public Hearing Notice, 1st Amendment to Development Agreement (rev1), Height Variance Exhibits, Roof Lines exhibit, Revised Exhibit B.

Neighborhood Commercial Zone: Ordinance No. 2026-17

Agenda item: "Discuss and consider approval of Ordinance No. 2026-17, an Ordinance of Ivins City, Utah, amending the Neighborhood Commercial Table of Uses." A public hearing was held first, and the minutes record no comments.

Outcome: Approved unanimously, 5-0, "with the two exceptions on dwelling units and drive-thru restaurants in commercial neighborhoods." The minutes say the Council discussed keeping the ability to have residential dwelling units with neighborhood commercial development and making sure drive-thru restaurants are not permitted in the zone.

Documents: Public Hearing Notice, Ordinance, Exhibit A, CN Zone Table of Uses.

Construction Specifications: Ordinance No. 2026-18 tabled

The public hearing and "Ordinance No. 2026-18, an Ordinance of Ivins City, Utah, adopting Construction Specifications" were tabled by a unanimous vote, because, per the minutes, the Planning Commission had not finished its review. The Council later adopted Ordinance 2026-18 on September 3; see our September 3 recap. Documents: Public Hearing Notice, Ordinance 2026-18, Staff Report and Exhibit A.

Business license inspections: Ordinance No. 2026-05

Agenda item: "Continued discussion to approve Ordinance No. 2026-05, an Ordinance of Ivins City, Utah amending Chapters 1 and 2 of Title 5 of the Ivins City Code requiring Business License Applicants, including renewal applicants, to allow inspections as a condition of issuance of the business license."

Outcome: Approved unanimously, 5-0, with the changes in the revised document and further wording changes stated in the motion. As recorded in the minutes, the motion changed 5.02.102(2) to read: "No license is required for a home occupation business unless the business creates hazardous conditions or other objectively identifiable off site impacts such as customer or employee traffic, noise, or parking demand beyond those normally associated with residential use." It also included non-profit businesses in the definition of "business" in 5.01.101 and added "storage" to 5.02.106(1).

Documents: Staff Report, Ordinance 2026-05, Exhibit A.

Resort Commercial Zone: Ordinance No. 2026-11

Agenda item: "Continued discussion and consider approval of Ordinance No. 2026-11, an Ordinance of Ivins City, Utah, amending Section 16 of the Ivins City Code regarding the resort Commercial Zone."

Outcome: Approved unanimously, 5-0, "with the minor addition of eliminating maximum building size words in that table." The minutes describe the changes as cleanup amendments, including removing outdated introductory language, revising the swimming pool classification and updating lighting references. Document: Ordinance 2026-11 (rev 2).
